Chicago’s Fiscal Future: Growth or Insolvency? A Conference Summary

The intersection between poor fiscal conditions facing Chicago and the prospects for business development was the subject of a conference cosponsored by the Federal Reserve Bank of Chicago and the Civic Federation on April 19, 2017. Specifically, the program focused on whether municipal bankruptcy is an appropriate mechanism for addressing extreme fiscal stress and the impact such an action might have on key Chicago industries, particularly those characterized by rapid recent growth.

Signs of a Slowdown? Evidence From Our October Business Surveys

After a few months of upward movement in the headline indexes of our business surveys, results took a downward turn in October. This was especially true in the service sector, where both current and expected activity deteriorated noticeably. However, despite what may be evidence of a shift to a slower pace of demand, firms on balance appear to be holding steady on hiring plans, at least for the near term.

Aggregate demand and state-level employment

What explains the sharp decline in U.S. employment from 2007 to 2009? Why has employment remained stubbornly low? Survey data from the National Federation of Independent Businesses show that the decline in state-level employment is strongly correlated with the increase in the percentage of businesses complaining about lack of demand. While business concerns about government regulation and taxes also rose steadily from 2008 to 2011, there is no evidence that job losses were larger in states where businesses were more worried about these factors.
