The contribution of on-site examination ratings to an emprircal model of bank failures

This paper investigates how well regulator examinations predict bank failures, and how best to incorporate examination information into an econometric model of time-to-failure. We estimate proportional hazard models with time-varying covariates and find that examiner ratings help explain the failure hazard. Both the overall rating of a bank's condition and management, i.e., the composite CAMELS rating, and ratings of specific components contain information. Simple forecasts of bank loan quality in the business cycle

Experience from models such as SEER suggests that bank financial condition predict bank failures. However, it has been difficult to find a relationship between macroeconomic variables and bank failures. This paper shows ways in which simple time-series techniques can be used to forecast financial conditions of banks. The models include macroeconomic variables in order to consider systemic cyclical factors in forecasting. Restoring banking's safety net: deposit insurance's steeper cost

A recession now in its 21st month has presented tremendous challenges to the deposit insurance system. Actual and expected bank failures have left the Deposit Insurance Fund below its mandated level. The Federal Deposit Insurance Corporation has responded by raising the premiums banks pay. Premiums will rise for banks in the Dallas-based Eleventh Federal Reserve District--but not by as much as they will for banks in the rest of the country. This additional cost is an important consideration because every dollar spent on insurance is a dollar that can't be lent or otherwise invested.
