COVID-19 and SMEs: A 2021 "Time Bomb"?

This paper assesses the prospects of a 2021 time bomb in small and medium-sized enterprises (SME) failures triggered by the generous support policies enacted during the 2020 COVID-19 crisis. Policies implemented in 2020, on their own, do not create a 2021 time bomb for SMEs. Rather, business failures and policy costs remain modest. By contrast, credit contraction poses significant risk. Such a contraction would disproportionately affect firms that could have survived COVID-19 in 2020 without any fiscal support. What’s the Potential Impact of Force Majeure Claims on Financial Stability?

This article examines the potential aggregate impact on financial stability of several bilateral force majeure claims filed at approximately the same time in one or more markets. One and a half years after the pandemic started, I take stock of the developments involving force majeure claims thus far, and conclude that the likelihood of these claims creating a systemic threat to financial stability is low.

Persistently Pessimistic: Consumer and Small Business Sentiment After the Covid Recession

Both consumer and small business sentiment indexes remain very pessimistic by historical standards. In this article, we take a closer look at possible explanations. Our analysis suggests that after the Covid-19 recession in the United States, the responses of consumers and small business owners to sentiment-related surveys have become less sensitive to labor market conditions.

The Rise of Exporting By U.S. Firms

Although a great deal of ink has been spilled over the consequences of globalization, we do not yet fully understand the causes of increased worldwide trade. Using confidential microdata from the U.S. Census, we document widespread entry into countries abroad by U.S. firms from 1987 to 2006. We show that this extensive margin growth is unlikely to have been due to significant declines in entry costs. We instead find evidence of large roles for the development of the internet, trade agreements, and foreign income growth in driving these trends.
