Do College Tuition Subsidies Boost Spending and Reduce Debt? Impacts by Income and Race
In an October post, we showed the effect of college tuition subsidies in the form of merit-based financial aid on educational and student debt outcomes, documenting a large decline in student debt for those eligible for merit aid. Additionally, we reported striking differences in these outcomes by demographics, as proxied by neighborhood race and income. A Tax Plan for Endogenous Innovation
In times when elevated government debt raises concerns about dimmer global growth prospects, we ask: How can the government provide incentives for innovation in a fiscally sustainable way? We address this question by examining the Ramsey problem of finding optimal tax and subsidy schemes in a model in which growth is endogenously sustained by risky innovation. We characterize the shadow value of growth and entry in the innovation sector. In this paper, we investigate the role of college selectivity in college choice decisions (both in-state and out-of-state) of freshmen students following Georgia's HOPE scholarship program. How did HOPE affect the selectivity of colleges attended by Georgia's freshmen students? Did it induce Georgia's freshmen students who would have otherwise attended more selective out-of-state colleges to instead attend less selective in-state ones?
