The Impact of Racial Segregation on College Attainment in Spatial Equilibrium
Gregory, Victoria; Kozlowski, Julian; Rubinton, Hannah
(2024-05-06)
This paper seeks to understand the forces that maintain racial segregation and the Black-White gap in college attainment, as well as their interactions with place-based policy interventions. We incorporate race into an overlapping-generations spatial-equilibrium model with neighborhood spillovers. Race matters due to: (i) a Black-White wage gap, (ii) amenity externalities---households care about their neighborhood's racial composition---and (iii) additional barriers to moving for Black households. We find that these forces account for 71% of the racial segregation and 64% of the Black-White ...

Natural Amenities, Neighborhood Dynamics, and Persistence in the Spatial Distribution of Income
Lin, Jeffrey; Lee, Sanghoon
(2017-01-30)
We present theory and evidence highlighting the role of natural amenities in neighborhood dynamics, suburbanization, and variation across cities in the persistence of the spatial distribution of income. Our model generates three predictions that we confirm using a novel database of consistent-boundary neighborhoods in U.S. metropolitan areas, 1880{2010, and spatial data for natural features such as coastlines and hills. First, persistent natural amenities anchor neighborhoods to high incomes over time. Second, naturally heterogeneous cities exhibit persistent spatial distributions of income. ...

Of Cities and Slums
Monge-Naranjo, Alexander; Torres de Mello Pereira, Luciene; Cavalcanti Ferreira, Pedro
(2016-10-01)
The emergence of slums is a common feature in a country's path towards urbanization, structural transformation and development. Based on salient micro and macro evidence of Brazilian labor, housing and education markets, we construct a simple model to examine the conditions for slums to emerge. We then use the model to examine whether slums are barriers or stepping stones for lower skilled households and for the development of the country as a whole. We calibrate our model to explore the dynamic interaction between skill formation, income inequality and structural transformation with the rise ...

Does Zoning Help or Hinder Transit-Oriented (Re)Development?
Schuetz, Jenny; Giuliano, Genevieve; Shin, Eun Jin
(2016-03-04)
Despite its reputation as a car-oriented city, the Los Angeles metropolitan area has made substantial investments in developing rail transit since 1990. In cities with older "legacy" rail systems, the built environment has developed over time around fixed transit infrastructure, creating land use patterns oriented towards long-standing rail stations. By contrast, rail stations in Los Angeles were added to an already dense built environment, with auto oriented zoning and established land use patterns. In this paper we ask whether redevelopment is occurring around Los Angeles? rail stations, ...

Anchor Institution Strategies in the Southeast: Working with Hospitals and Universities to Support Inclusive Growth
Fazili, Sameera
(2019-12-01)
Engaging universities and hospitals to address economic disparities—often referred to as anchor institution strategies—has been understudied in the Southeast. The author examines efforts to launch anchor institution strategies in the Southeast. First, the author reviews the anchor institution concept in economic development, noting how the strategy has evolved from single institutions focusing on a set of neighborhoods to expanding to multi-institution collaboratives that attempt to tackle economic inequalities at a city or regional level. Second, the author offers case studies of New ...

How Is the Challenge of Finding Childcare Affecting Labor Force Participation? Perspectives from Employers Across the Seventh District
Longworth, Susan; Walstrum, Thomas; Lavelle, Martin
(2024-02)
Through the Chicago Fed Survey of Economic Conditions (CFSEC) and during roundtable discussions with business, nonprofit, and government leaders, the Chicago Fed asked employers from a variety of sectors for their perspectives on how childcare access has affected labor force availability.1 These survey and roundtable findings contribute to the Chicago Fed’s Spotlight on Childcare—an effort to increase our understanding of how the lack of access to childcare impedes labor force participation in the Seventh Federal Reserve District. In this article, we summarize the responses from over 100 ...

Do bank loans and local amenities explain Chinese urban house prices?
Huang, Daisy J.; Leung, Charles Ka Yui; Qu, Baozhi
(2015-03-01)
Based on Chinese city-level data from 1999 to 2012 and controlling for geological, environmental, and social diversity, this study suggests that credit plays a significant role in driving up house prices after the Great Recession, whereas property prices only influence bank lending before 2008. Local amenities such as higher education, green infrastructure, healthcare, and climate also positively affect house prices. Moreover, the impacts of bank loans on housing prices tend to be related to the level of amenities, suggesting an integrated approach (i.e. combining macroeconomic and urban ...

The Mortgage Rate Conundrum
Justiniano, Alejandro; Tambalotti, Andrea; Primiceri, Giorgio E.
(2017-08-01)
We document the emergence of a disconnect between mortgage and Treasury interest rates in the summer of 2003. Following the end of the Federal Reserve expansionary cycle in June 2003, mortgage rates failed to rise according to their historical relationship with Treasury yields, leading to significantly and persistently easier mortgage credit conditions. We uncover this phenomenon by analyzing a large dataset with millions of loan-level observations, which allows us to control for the impact of varying loan, borrower and geographic characteristics. These detailed data also reveal that ...

Freeway Revolts!
Brinkman, Jeffrey; Lin, Jeffrey
(2019-07-10)
Freeway revolts were widespread protests across the U.S. following early urban Interstate construction in the mid-1950s. We present theory and evidence from panel data on neighborhoods and travel behavior to show that diminished quality of life from freeway disamenities inspired the revolts, a?ected the allocation of freeways within cities, and changed city structure. First, actual freeway construction diverged from initial plans in the wake of the growing freeway revolts and subsequent policy responses, especially in central neighborhoods. Second, freeways caused slower growth in population, ...

Knowledge in cities

(2010-09-01)
This study identifies clusters of U.S. and Canadian metropolitan areas with similar knowledge traits. These groups?ranging from Making Regions, characterized by knowledge about manufacturing, to Thinking Regions, noted for knowledge about the arts, humanities, information technology, and commerce?can be used by analysts and policymakers for the purposes of regional benchmarking or comparing the types of programs and infrastructure available to support closely related economic activities. In addition these knowledge-based clusters help explain the types of regions that have levels of economic ...
