Blanchard says that neighborhood strength is the essential element of community development, and it?s an integrated concept involving housing, health, schools, finance, jobs and infrastructure. People are the critical asset; helping them articulate what they need and then help them get it is the role of community development. The ability to manage an integrated solution and respond to needs requires strong, well-financed organizations with the infrastructure that enables them to grow and respond to change and to raise significant funds over long periods of time.
